2012 में दिल्ली में सामूहिक बलात्कार की एक बर्बर घटना ने यौन हिंसा के खिलाफ हम सभी को सड़कों पर उतार दिया था. तब हमारे आन्दोलन ने इस बात को जोर के साथ चिन्हित किया था कि हमारे समाज के पितृसत्तात्मक पूर्वाग्रह और शक्ति संरचना ही ऐसी है जिसमें बलात्कार जैसे अपराध पनपते हैं, और इन प्रवृत्तियों को बदलना जरूरी है. नेता और पुलिस ही नहीं और भी कई ऐसे लोग हैं जो बलात्कार होने पर महिला के कपड़ों और चरित्र पर सवाल उठाते हैं और बलात्कारी का बचाव करते हैं. इतना ही नहीं, बलात्कार महिलाओं के प्रति हिंसा और भेदभाव के मौजूदा ताने-बाने का अभिन्न अंग है. दिसम्बर 2012 के आन्दोलन में महिलाओं ने ‘बेखौफ आजादी’ की मांग उठाई – लेकिन फिर भी आये दिन ‘सुरक्षा’, ‘संस्कृति’ आदि के नाम पर महिलाओं से ही उनकी आजादी पर अंकुश लगाने के लिए कहा जा रहा है. महिलाओं के प्रति रोजमर्रा की हिंसा और भेदभाव इतनी ‘आम बात’ बन गई है कि प्राय: ही हम उसे पहचान भी नहीं पाते हैं.
महिलाओं और बच्चों के प्रति अपराध की घटनायें सामने आने पर विरोध प्रदर्शन और सजा की मांग करना ही हमारे लिए काफी नहीं है. यह भी बहुत जरूरी है कि हम महिलाओं के प्रति और जेण्डर के प्रति खुद अपने नजरिए और अपने विचारों को भी परखें और जांचें. हम अपनी बेटियों और बेटों की परवरिश कैसे करते हैं, महिलाओं के संवैधानिक अधिकारों के बारे में हम क्या सोचते हैं, या कि हम महिलाओं और लड़कियों के लिए अपनी दुनिया को ज्यादा सुरक्षित और पूरी आजादी के साथ जीने लायक कैसे बना सकते हैं – आदि सवालों पर भी जरूर खुले मन से बातचीत करनी चाहिए.
जेण्डर के सवाल पर होने वाले सरकारी प्रचार और विज्ञापनों में गहरी जड़ें जमाये पितृसत्तात्मक पूर्वाग्रहों पर बिल्कुल भी चोट नहीं की जाती है. हमारे समाज में महिलाओं को जंजीरों और बंधनों में जकड़ने वाले असली मुद्दों के प्रति चुप्पी बनाये रखने वाली साजिश में ऐसा प्रचार अपना योगदान करता है. समस्या की जड़ तक पहुंचने में उनकी कोई दिलचस्पी नहीं है. इन मुद्दों को हल करने की दिशा में एक व्यापक अभियान की जरूरत है जो ‘दूसरों’ में ही नहीं वरन् अपने अंदर भी पितृसत्तात्मक नजरिए और पूर्वाग्रहों से संघर्ष करे.
इसी उद्देश्य से ऐपवा दिल्ली में एक गहन जैण्डर सेन्सिटाजेशन (जागरूकता) अभियान की शुरूआत कर रही है. हम चाहते हैं कि इन सवालों पर बहसें चलाई जायें और जागरूकता बढ़ाने के लिए आसान हिन्दी में सामग्री तैयार की जाय. हम इस हेतु वालंटियर बनने के लिए सभी इच्छुक मित्रों को आमंत्रित कर रहे हैं, आप genderjustice.aipwa@gmail.com पर ईमेल भेज कर इस अभियान में जरूर शामिल हों. इस अभियान के लिए पहली कार्यशाला 9 जनवरी 2016 को आयोजित की जायेगी. समय और स्थान की सूचना जल्द ही आपको दे दी जायेगी. साथ ही, इस अभियान के लिए अपने विचारों और सुझावों से भी हमें जरूर अवगत करायें, हमें पूरी उम्मीद है कि आप अपने नाम और फोन नम्बर जल्द ही भेज देंगे.

Break the Silence on Gender Violence!
A Gender Sensitization Campaign in Delhi

In 2012, a horrific gang-rape in Delhi woke up thousands of us to come out on the streets against sexual violence. Our movement then pointed out that it is society’s own patriarchal prejudices and power structures that breed rape. Politicians, policemen, and many others blame women’s clothes or conduct for rape, and defend rapists. Moreover, rape is part and parcel of a larger matrix of violence and discrimination against women. Women in the December 2012 movement demanded ‘Fearless Freedom’ (Bekhauf Azadi’) – but time and again, women are told to sacrifice their freedom in the name of ‘safety’, ‘culture’ and so on. Everyday gender violence and discrimination is so ‘normal’ that very often, we fail even to recognize it.
It is not enough for us to protest and demand punishment when crimes against women and children come to light. It is urgently needed that we question our own attitudes and ideas towards women and towards gender. We need to have conversations about how we bring up our daughters and our sons; about how we think about women’s Constitutional rights; about what our society, our Governments, and we ourselves can do to make our world a safer and freer place for women and girls.
Existing sarkari campaigns on the issue of gender tend to avoid addressing the deepest patriarchal prejudices. They participate in the conspiracy of silence around the real issues that shackle and restrict women in our society. They are reluctant to rock the boat. We need a citizens’ campaign to address these issues and to fight the patriarchal attitudes and prejudices – not only in ‘others’ but in ourselves.
That’s why AIPWA is committed to launching a sustained gender-sensitization campaign in Delhi. We aim to conduct discussions and create sensitization material in everyday spoken Hindi.
