12 दिसंबर को एन एफ आई डवल्यू और स्त्रीकाल के संयुक्त तत्वावधान में ‘ महिला आरक्षण : कहाँ हैं रूकावटे’ विषय पर एक सार्थक राउंड टेबल, अंसल भवन (कस्तूरबा मार्ग ) स्थित एन एफ आई डवल्यू के कार्यालय में हुआ . बातचीत में विभिन्न महिला संगठनों के कार्यकर्ताओं , सामाजिक चिंतकों , क़ानूनविदों , पत्रकारों , आदि भाग लिया. एन एफ आई डवल्यू, आयडवा, राष्ट्रीय दलित महिला आन्दोँलंन , आल इंडिया वीमेन कांफ्रेंस, भारतीय महिला मोर्चा , जे. डवल्यू .पी , ए आई एस एफ, सत्यशोधक महिला समाज, सम्बुद्ध महिला संगठन, सी डवल्यू . एस. डी, दलित लेखक संघ, सहित अन्य संगठनों के प्रतिनिधि, दिल्ली विश्वविद्यालय और जे एन यू के शोधार्थी तथा अन्य बुद्धिजीवी शामिल हुए.
तीन घंटें तक चले विचार -विमर्श में महिला आरक्षण को लेकर विभिन्न समूहों की एक सहमति बनी कि वर्तमान संसद के कार्यकाल के रहते हुए यह बिल पारित करवाने की कोशिश की जाये. वर्तमान सरकार को संसद में पूर्ण बहुमत है और दूसरी बड़ी पार्टियां भी सैद्धांतिक रूप से इस बात पर सहमत हैं कि महिला आरक्षण को लागू किया जाना चाहिए, इसलिए भी यह अवसर है जब महिला आरक्षण के लिए हमें एक दवाब समूह के रूप में काम करना चाहिए .
शामिल प्रतिभागियों ने पंचायतों में महिला आरक्षण से प्रतिनिधित्व में आये गुणात्मक परिवर्तन और महिला मुखिया एवं सरपंचों द्वारा कुशल कार्य सम्पादन की चर्चा की. वक्ताओं की चिंता पितृसत्तात्मक सोच और पुरुष -वर्चस्व की राजनीति के द्वार इसे ‘ सर्वसम्मति’ तक टाले जाने को लेकर दिखी. मूल बहस जाति-प्रतिनिधित्व , अल्पसंख्यक स्त्रियों के प्रतिनिधित्व को लेकर भी केन्द्रित रही. अनेक प्रतिनिधियों ने पीछे -छूट गये समूहों की वाजिब भागीदारी का सवाल उठाया और महिला आरक्षण के भीतर दलित -आदिवासी -पिछड़े एवं अल्पसंख्यक समूहों की भागीदारी सुनिश्चित कराये जाने पर जोड़ दिया.

राउंडटेबल के बाद महाराष्ट्र के लोक शायर संभाजी भगत ने ‘ ओ हिटलर के साथी’ , उनकी प्रसिद्द प्रस्तुति, को गाया और अंत में किसान नेता शरद जोशी के निधन पर शोक व्यक्त करने के लिए दो मिनट का मौन रखा गया.

On 12 December, an illuminating Round Table discussion was organised under the joint aegis of NFIW and Streekaal on “Reservation for Women: The bottlenecks” at the NIFW office at Ansal Bhawan, Kasturba Marg, New Delhi. Representatives of women’s organisations, social thinkers, jurists, journalists and others participated in the meet. The participants included representatives of NFIW, Rashtriya Dalit Mahila Andolan, All India Women’s Conference, Bharatiya Mahila Morcha, JWP, AISF, Satyashodhak Mahila Samaj, Sambuddh Mahila Sangathan, CWSD, Dalit Lekhak Sangh and other organisations, besides research scholars of JNU and Delhi University and other intellectuals.
At the end of the three-hour discussion, a consensus was arrived at for making concerted efforts to ensure the passage of the Women’s Reservation Bill before the expiry of the term of the present Lok Sabha. The present government enjoys a majority in the Lok Sabha and all other major parties also, in principle, agree that reservations for women should be implemented. Hence, this is the right time to work as a pressure group for the implementation of women’s reservation.
The participants pointed out that a qualitative change had come about in the Panchayati Raj institutions after the introduction of women’s reservation and the women office-bearers of Panchayats are working diligently and efficiently. The speakers, however, expressed the apprehension that patriarchal mindset and male-dominated politics may lead to the implementation of the measure being put off till there is “unanimity’ on the issue. The issue of representation of various castes and of women from the minority communities was also discussed. Many speakers talked about the need for adequate representation of the ‘left-behind’ communities and emphasised that it should be ensured that Dalits, Tribals, OBCs and minorities get adequate representation within the women’s reservation.
At the end, Sambhaji Bhagat, folk poet from Maharashtra presented his famous poem ‘O Hitler Ke Saathi’. The meet ended with a two-minute silence to condole the passing away of peasant leader Sharad Joshi.
