वरिष्ठ साहित्यकार उर्मिला पवार और सुशीला टाकभौरे की अध्यक्षता में मणिपुर की वीभत्स हिंसा पर पारित प्रस्ताव।
यह प्रस्ताव स्त्रीकाल के 20वें वर्ष की शुरुआत के लिए 23 जुलाई 2023 को हुई बैठक (गूगल मीटिंग) के प्रारम्भिक एजेंडों में रखा गया और पारित हुआ । यह बैठक नागपुर में बाबा साहेब अम्बेडकर की उपस्थिति में हुए अखिल भारतीय शेड्यूल्ड कास्ट महिला सम्मेलन (20 जुलाई, 1942) की ऐतिहासिकता में हुई।
प्रस्ताव :
मणिपुर में दो आदिवासी (कुकी जनजाति) महिलाओं को निर्वस्त्र कर जिस तरह एक भीड़ ने उन्हें घुमाया और उनपर सामूहिक बलात्कार किया उसने हमें दुःख और क्षोभ से भर दिया है। मणिपुर में तीन महीने से जातीय हिंसा जारी है। मैतेई और कुकी समुदाय के बीच संघर्ष को शांत करने में मणिपुर की भाजपा सरकार और उसके मुख्यमंत्री एन. बिरेन सिंह की विफलता तथा केंद्र की भाजपा सरकार की पूरे प्रकरण में दिखी भूमिका ने ‘राज्य’ को एक बार फिर बहुसंख्यकों के हित का रक्षक ही सिद्ध किया है। एक लोकतांत्रिक राज्य की भूमिका अकलियतों, हाशिये के लोगों, वंचितों की संरक्षा की होती है। भारत का संविधान इस मूलभूत सिद्धांत की नीव पर खड़ा है।
मणिपुर के मुख्यमंत्री की भूमिका पर सवाल खड़े हो रहे हैं। मैतेई समुदाय से आने वाले मुख्यमंत्री एन. बिरेन सिंह अपने समुदाय के साथ और कुकी जनजाति के खिलाफ, पक्षपाती भूमिका में हैं। भारत के प्रधानमंत्री को पिछले तीन महीने से हो रही जातीय हिंसा के प्रसंग में कोई चिंता नहीं दिखती। केंद्र सरकार का गृहमंत्रालय इस मामले में विफल है। मणिपुर में हिंसा के पैटर्न और राज्य व राज्य की मशीनरी पर काबिज लोगों की भूमिका को देखते हुए मणिपुर-हिंसा को 2002 में गुजरात दंगों की अनुकृति कहा जा सकता है। यह एक दुखद और भारतीय लोकतंत्र के लिए खतरनाक पुनरावृत्ति है।
भारत के प्रधानमंत्री ने महिलाओं के निर्वस्त्र किये जाने और उनपर सामूहिक बलात्कार की वीभत्स घटना के बड़ा खुद को क्रोधित और पीड़ा से भरा बताया, लेकिन घटना की गम्भीरता और मणिपुर में भाजपा सरकार की विफलता पर पर्दा डालने के लिए एक सामान्यीकृत बयान दिया। उन्होंने सभी राज्यों के मुख्यमंत्री को ऐसी घटनाओं पर प्रभावी कार्रवाई का सुझाव दिया। प्रधानमंत्री ने इस बयान के लिए भी कृपा तब की जब घटना का वीडियो वायरल हुआ। जबकि इस घटना के खिलाफ दो महीने पहले ही एफआईआर दर्ज हो चुकी थी और कोई कार्रवाई बिरेन सिंह सरकार ने नहीं की थी।
क्या प्रधानमंत्री का खुफिया तंत्र इतना विफल है कि इस वीभत्स कृत्य की खबर उन्हें वायरल वीडियो से मिली? जबकि मणिपुर के मुख्यमंत्री खुद बयान दे रहे कि ऐसी कई घटनाओं को राज्य में अंजाम दिया जाए रहा है।
इस घटना को लेकर राष्ट्रीय महिला आयोग की भूमिका भी बेहद आक्रोशित करने वाली है। महिला आयोग ऐसे मामलों में प्रायः राजनीतिक रूप से सक्रिय या निष्क्रिय रहता है। उसकी अध्यक्ष अपने नियोक्ता राजनीतिक जमातों के हितों को देखते हुए काम करती हैं। इस मामले में महिला आयोग की अध्यक्ष रेखा शर्मा का बयान आयोग के अस्तित्व को ही निरर्थक बनाता है। आयोग को इस घटना की जानकारी एक शिकायत के जरिये 12 जून को ही हो गयी थी और उसपर आयोग ने खानपूर्ति की कार्रवाई करते हुए राज्य सरकार को रस्मी चिट्ठी भर लिखी। 37 दिनों वीडियो वायरल होने पर आयोग की अध्यक्ष ने कोई सार्वजनिक बयान दिया।
उच्चतम न्यायलय ने इस मामले का संज्ञान लिया है। इसके बाद ही भारत के प्रधानमंत्री ने बयान जारी कर सरकार के लिए सेफगार्ड का काम किया। उच्चतम न्यायालय की भी अपनी सीमा है। बिना कार्यपालिका के सहयोग के न्यायालय कोई अधिक प्रभावी भूमिका नहीं निभा सकता है।
भारत की राष्ट्रपति द्रौपदी मुर्मू भी अब इस घटना से अवगत हो गयी होंगी। उन्हें भी इस मामले में अबतक चुप्पी रखी है। सरकार से कोई सवाल नहीं किया है। वे आदिवासी समुदाय से भी आती हैं। आदिवासी महिलाओं के साथ हुए इस नृशंस काण्ड से वे बेहद दुखी होंगी, होनी चाहिए। भारत में किसी भी महिला के साथ ऐसी घटनाओं पर देश के सर्वोच्च को शर्मिंदा होना ही चाहिए। लेकिन उन्होंने चुप्पी रखी है। हम यह नहीं मानते कि एक आदिवासी और एक महिला होने के कारण इन घटनाओं पर उन्हें अधिक सम्वेदनशीलता और सक्रियता के साथ सामने आना चाहिए था, या उनकी कोई अतिरिक्त जिम्मेवारी बनती है। ऐसा मानना जनाक्रोश को उत्पीड़ित समुदाय के किसी व्यक्ति की ओर ही मोड़ देना होता है। लेकिन वे जिस सामाजिक लोकेशन से हैं, एक महिला और एक आदिवासी, वह स्वाभाविक रूप से भारत के लोकतांत्रिक मूल्यों के प्रति अधिक सजगता और समर्पण के लिए प्रेरित करता है। बाबा साहेब डा. अम्बेडकर के नेतृत्व में देश ने खुद को एक संविधान आत्मार्पित किया, जिसका गुणात्मक असर देश के वंचितों, दलितों, आदिवासियों, पसमांदाओं, महिलाओं और अन्य हाशियाकृत समुदायों पर पड़ा है और वे इससे खुद को ज्यादा जुड़ा हुआ समझते भी हैं। इस कारण से भी उनसे हमारी अपेक्षा अधिक है।
सबसे दुखद है ऐसे मामलों में महिलाओं की संलिप्तता। महिलाओं के खिलाफ हिंसा में महिलाओं की भागीदारी का बढ़ता ट्रेंड बेहद खतरनाक है। मणिपुर में भी ऐसी घटनाओं में महिलाओं के शामिल होने की खबरें आ रही हैं। मणिपुर में ‘मीरा पैबिज’ नाम से सक्रिय रहे महिलाओं के समूह पर भी सवाल उठ रहे हैं। राज्य में महिलाओं पर ऐसी किसी भी बर्बरता के खिलाफ हाथों में मशाल लेकर निकलने वाला यह समूह इस या पिछले तीन महीने में इस जैसी कई घटनाओं पर चुप हैं। इस संगठन में मैतेई महिलाओं का ही नेतृत्व है। उनसे भी मानवाधिकार के पक्ष में अपने जातीय हितों से ऊपर जाकर सक्रियता की उम्मीद स्वाभाविक है।
ज़मीन और प्राकृतिक संसाधनों की लूट से उपजी दो समुदायों के बीच हिंसा का यह बीज सत्ता द्वारा प्रायोजित है और इसमें एक खास समुदाय की हानि ही हम देख रहे हैं। एथनिक क्लींजिंग का यह मसला स्पष्ट रूप से दिखता है। सत्ता व पूंजीपतियों को न कुकी से न मैतई से मतलब है, बल्कि वहां संविधान द्वारा प्रदत्त अनुसूचित क्षेत्र को कैसे पूँजीपत्तियों के हवाले किया जाए उनकी यह मंशा दिखती है। कई प्राकृतिक संसाधनों का क्षेत्र होने के कारण यह क्षेत्र आज जबरन डिस्टर्ब एरिया में परिणत किया गया है।
साथ ही हिन्दू बनाम क्रिस्चियन हिंसा के बतौर भी यह जगजाहिर है। एक धर्मनिरपेक्ष लोकतांत्रिक राज्य के नागरिक के रूप में हम इसका विरोध करते हैं।
हम भारत के नागरिक के रूप में इस घटना या मणिपुर में हो रही ऐसी और वीभत्स हिंसा की घटनाओं पर बेहद आक्रोशित हैं और खुद को विफल पा रहे हैं। राज्य की निष्क्रियता सबसे अधिक पीड़ादायी है।समाज के रूप में भी ऐसी घटनाएं हमें और भी यथास्थितिवाद को ओर ले जाती हैं।एक लोकतांत्रिक राज्य के नागरिक के रूप में सामाजिक-आर्थिक-सांस्कृतिक लोकतंत्र के जिम्मेवारी हम सबकी है। प्रथम नागरिक होने के नाते भारत की राष्ट्रपति से हमारे आक्रोश और दुःख को व्यक्त करने की हम मांग करते हैं और न सिर्फ प्रत्यक्ष दोषियों, अपितु इस वीभत्स घटना को अंजाम देने में शामिल तंत्र के दोषियों, पर स्पष्ट कार्रवाई की पहल चाहते हैं। भारत के प्रथम नागरिक,भारत की राष्ट्रपति के जरिये हम सभी नागरिक इस घटना के जिम्मेवार तंत्र पर कार्रवाई कर लोकतंत्र के पक्ष में संदेश देने की मंशा रखते हैं।

Resolution passed on gruesome violence in Manipur under the chairmanship of senior
litterateurs Urmila Pawar and Sushila Takbhaur
The manner in which two Adivasi (Scheduled Tribe Kuki) women were stripped naked, paraded and gang-raped by a mob in Manipur filled us with sadness and anger. Ethnic violence continues in Manipur for last three months. Failure of Manipur’s BJP government and its Chief Minister N. Biren Singh in defusing the conflict between Meitei and Kuki Tribes of Manipur and the visible role of the BJP government at the Centre in the entire episode has once again proved the ‘state’ to be the saviour of the interests of the majority. The role of a democratic state is to protect the minorities, the marginalised, the deprived. The Constitution of India stands on the foundation of this fundamental principle.
Questions are being raised on the role of the Chief Minister of Manipur. Coming from the Meitei community, Chief Minister N. Biren Singh is in a partisan role, with his community and against the tribal Kuki community. The Prime Minister of India has not shown any concern in the context of caste violence that has been going on for the last three months. The Home Ministry of the Central Government has failed in this matter. Looking at the pattern of violence in Manipur and the role played by people in possession of the state and state machinery, the Manipur-violence can be said to be a replica of the 2002 Gujarat riots. This is a sad and dangerous recurrence for Indian democracy. These violent incidents are also fuelled by the ideology and activities of the RSS. Organizations like this have a role to play in promoting and airing references like Bhumiputra and Bahri.
The Prime Minister of India described himself as angry and pained after the gruesome incident of women being stripped and gang-raped, but made a generalized statement to cover up the seriousness of the incident and the failure of the BJP government in Manipur. He suggested the Chief Ministers of all the states to take effective action on such incidents. The Prime Minister did the favour to make this statement only when the video of the incident went viral, whereas an FIR had been registered against the incident two months ago and no action was taken by the N. Biren Singh’s government. Has the Prime Minister’s intelligence system failed so much that he got the news of this heinous act from the viral video? While the Chief Minister of Manipur himself is giving statements that many such incidents are being carried out in the state.
The role of the National Commission for Women regarding this incident is also very shocking. The Women’s Commission often remains politically active or inactive in such matters. Its chairperson works keeping in view the interests of her employer political groups. In this matter, the statement of Rekha Sharma, Chairperson of the Women’s Commission, makes the existence of the Commission meaningless. The commission was already informed about this incident through a complaint on 12th June and on that, the commission just took a ritualistic action of writing a formal letter to the state government. Even after 37 days of the video went viral, Did the Chairperson of the Commission made any public statement?
The Supreme Court has taken cognizance of the matter. It was only after this that the Prime Minister of India acted as a safeguard for the government by issuing a statement. Even the Supreme Court has its limits. Without the cooperation of the executive’s, the court cannot play any more effective role.
India’s President Draupadi Murmu must also have become aware of this incident by now. She has also kept quite in this matter till now. Haven’t asked any questions to the government. She also comes from the tribal community. She will be deeply saddened by this brutal incident with tribal women, and She should be. President of India should be ashamed of such incidents with any woman in India. But She kept her silence. We do not believe that being a tribal and a woman, she has any additional responsibility for these incidents. To believe so is to divert public anger towards a person from the oppressed community. But the social location she is from, a woman and a tribal, naturally inspires more awareness and dedication towards the democratic values of India, so she must have come forward with more sensitivity and activism. Under the leadership of Baba Saheb Dr. Ambedkar, the country dedicated itself to a constitution, which has had a multiplier effect on the underprivileged, Dalits, Adivasis, Pasmandas, women and other marginalized communities of the country and they also consider themselves more connected to it. For this reason also our expectation from her is more.
The role of India’s media and social media in such incidents is anti-democratic and in favor of the majority community. Internet ban in Manipur has prevented such violent incidents happening there from coming out. The Chief Minister himself said this. Such internet shutdowns done to control rumours also affect the speed and veracity ( authenticity ) of information.
The saddest part is the involvement of women in such cases. The rising trend of women’s involvement in violence against women is extremely alarming. In Manipur also there are reports of involvement of women in such incidents. Questions are also being raised on the group of women who have been active in Manipur by the name of ‘ Meira Paibis’. This group, which has come out with a torch in its hands against any such barbarism on women in the state, is silent on many such incidents like this or many like this in the last three months. This Organization is led by Meitei women only. It is natural to expect activism from them in favour of human rights by going above their caste interests.
This seed of violence between two communities stemming from the loot of land and natural resources is sponsored by the state and we are seeing the loss of a particular race. This issue of ethnic cleansing is clearly visible. Power and capitalists do not care about cookies or maitai, but how to hand over the scheduled area provided by the constitution to the capitalists. Their intention is visible. Being land of many natural resources, this area has been forcibly transformed in to a disturbed area today. as well as, this is also well known in the form of Hindu vs Christian violence. As citizens of a secular democratic state, we oppose this.
We as citizens of India are extremely outraged and find ourselves failing at this incident or other such heinous incidents of violence happening in Manipur. The inaction of the state is most painful. As a society, such incidents also lead us towards status quoism. As citizens of a democratic state, we all have the responsibility of socio-economic-cultural democracy.
As a first citizen of this country, we demand from the honorable President Draupadi Murmu, to express our indignation and grief and initiate clear action against not only the direct culprits, but also the culprits of the system involved in carrying out this heinous incident. Through the first citizen of India, the President of India, all of us citizens intend to send a message in favour of democracy by acting on the mechanism responsible for this incident.
